Bullying is not only about the victim and the bully, but it also involves the people around them.  
Mainly the bully likes to implicate his/her friends into this cycle, so they will have someone to stand up by their side. The bully knows that their very own friends would not go anywhere but to his/her side because they will probably have a very good chance to laugh and mock about the victim without them actually bullying the victim, but what they do not  know is that  supporting the bullying is also a way to get into the cycle. 
Other people involved are the ones who look the bullying  being done, but still he/she does nothing to stop it; also there exists the passive defender which dislikes the fact that the victim is being bullied but he does not takes an initiative to try and make it stop. 
And finally, there is also the ones who tries to make the bullying stop by doing real actions and to put an end to the victims suffering.
